How can you cover pimples and blemishes?
For red spots try a green colored concealer stick, it helps hide pink/red better. Followed by a light foundation and powder. If you have problem skin you should probably use a foundation that is safe for acne prone skin, like one from Neutrogena!
If you don't have a lot of time to get ready, what are some ways to dress up your eyes with color that make them stick out without taking a lot of time? And on hot days, do you know any products that keep your skin from looking shiny through the day?

As for your skin, if you use foundation pick out an oil free one, this will help reduce shine. Also a matte formula would probably be best. You can also buy some oil absorbing sheets, or a compact (I believe clean and clear makes both, available at drugstore) I hope this helped you!
So I'm kinda into the hardcore rock look and I can't figure out a way to do the big hawk-eye over-the-top eyeliner look without my eyeliner smudging or wiping away or getting into the creases throughout the day. How can I stop that from happening?
Try using an eyeshadow base, like L'Oreal's DeCrease, it will help absorb some of the oil from your eye crease. Also try a waterproof liner, like MAC Fluidline waterproof. It holds up great throughout the day!
Do under eye circles ever completely go away over time?
Some experts say they can be cured, but others say its impossible to completely get rid of under eye circles. I'm not exactly sure who to believe, but I do know there are a lot of things you can do to lighten them. Hopefully my article on under eye circles will help with that.
How much mascara do you use on the bottom lashes?
If you want more emphasis on your eyelids, don't wear any on the bottom or use a lighter color. I usually wear black though on my top and bottom lashes because it makes my eyes look wider.
